Portland Parks & Recreation (PP&R) is hosting Community Workshop #2 for the North Portland Aquatic Center (NPAC) project on Tuesday, January 24, 2023 at Charles Jordan Community Center from 5:30pm-7:30pm.

Foss Ave, Portland, OR, 97203 This event is charette style in small group discussions. We are looking forward to your attendance from 5:30pm-7:30pm to:

  • Hear a summary of what we learned from the community at Community Workshop #1 (December 10, 2022)

  • See preliminary "test fit" renderings for each candidate site - This allows us to demonstrate what a facility of this size would look like on each of the 5 candidate sites

  • Share your thoughts and priorities, in small group discussions, about what criteria are most important to prioritize in selecting the preferred site of the future North Portland Aquatic Center

  • Share your thoughts and priorities, in small group discussions, about what programming elements are most important to include in the future North Portland Aquatic Center

The focus of this event will be finalizing the site selection criteria that will narrow our NPAC candidate sites from 5 sites (currently) to 3 sites. Our design team will then begin preparing schematic design renderings for each of the 3 final candidate sites. These renderings will be shared at Community Workshop #3 in April.

North Portland Aquatic Center News: Pier Park has been removed from consideration as a candidate site for the future North Portland Aquatic Center (NPAC) Pier Park has been removed from consideration as a candidate site for the NPAC. Pier Park has received two Land and Water Conservation Fund (LWCF) grants (LWCF #41-00423 and LWCF #41-01560). With any LWCF grant, if any part of the property is altered to a use other than public outdoor recreation, a conversion will be triggered and the only way to resolve a conversion is by acquiring replacement property of equal or greater fair market value, and equal or greater recreational utility directly adjacent to the existing park boundary. As we are targeting a footprint of development of potentially 2 to 3 acres in size, our options for acquisition of 2 to 3 acres of land adjacent to Pier Park and conversion to open space for park use are extremely limited if not impossible. This would have presented a schedule delay to acquire land, additional costs for land acquisition, and additionally, a schedule delay and additional costs to coordinate with the federal government on a conversion process to unhinge LWCF grant requirements on a Pier Park development area. For these reasons, Pier Park was removed from consideration as a candidate site.

This takes the candidate site list from 6 sites to 5 sites. The 5 remaining candidate sites are Columbia Park, Columbia Park Annex, Northgate Park, St. Johns Park (adjacent to St. Johns Community Center), and University Park (adjacent to Charles Jordan Community Center).
