Arbor Lodge-Kenton Sewer Repair Update

The City of Portland’s Bureau of Environmental Services is continuing our work to repair and replace critical sewer and stormwater infrastructure. Environmental Services will continue to provideinformation and updates on construction schedules and activities during the COVID-19 emergency.

Environmental Services is repairing or replacing over 2 miles of public sewer pipes in the Arbor-Lodge Kenton neighborhood area. Many of the existing sewer pipes are more than 80 years old and in deteriorating condition. This project is one of many that will protect the public and the environment by reducing the possibility of sewage releases to homes, businesses, and streets.

CONSTRUCTION SCHEDULEConstruction began in August 2020 and the entire project will take about a year to complete. Depending on the location and construction method, work could last a few weeks to a few months in one area.

Week of February 8:

N Saratoga Street east of N Newcastle Avenue and N Dekum Street east

of N Newcastle Avenue:

Crews will repair the sewer mainline and reconstruct several lateral sewer connections using open trench construction. This will take about 2 more days to complete.

N Dekum Street west of N Campbell Avenue:

Crews will repair the sewer mainline using open trench construction. This will take about one day to complete.

N Bryant Street east of N Interstate Avenue:

Crews will repair the sewer mainline and reconstruct a couple of lateral sewer connections using open trench construction. This will take about three days to complete.

N Peninsular Avenue between N Baldwin Street and N Farragut Street:

Crews will repair the sewer mainline and reconstruct a lateral sewer connection using pipe bursting. This will take about three more days to complete.

N Fowler Avenue north of N Willamette Boulevard:

Crews will repair the sewer mainline and reconstruct a couple of lateral sewer connections using open trench construction. This will take about 4 days to complete.

Week of February 15

N Willamette Boulevard east of N Fowler Avenue:

Crews will install a new sewer cleanout. This will take about one day to complete.

N Holman Street west of N Maryland Avenue:

Crews will install a new sewer cleanout. This will take about one dayto complete.

N Greeley Avenue south of N Lombard Street:

Crews will perform two spot repairs using open trench construction. This will take about one day to complete.

N Washburne Avenue north of N Willamette Boulevard:

Crews will repair the sewer mainline and reconstruct a few lateral sewer connections using open trench construction. This will take about three days to complete.

Cured-in-Place Pipe Lining (CIPP) will occur at the following locations. Each section will take about one day to complete:

N Van Houten Avenue just south of N Fessenden Street

In the public easement between N Washburne Avenue and N Chase Avenue

N Baldwin Street west of N Washburne Avenue

N Baldwin Street east of N Washburne Avenue

N Willamette Boulevard east of N Fowler Avenue

N Wabash Avenue midblock between N Bryant Street and N Morgan Street

N Hurst Avenue south of N Lombard Street

N Holman Street west of N Maryland Avenue

N Chautauqua Boulevard south of N Russet Street

N Chautauqua Boulevard north of N Lombard Street

Our contractor strives to provide an accurate two-week look ahead, but work schedules may change due to weather, conditions underground, traffic impacts, subcontractor schedules, and availability of materials. Our contractor will provide notice to residents and businesses near work zones prior to beginning work.

CONSTRUCTION METHODSThe City uses many construction methods to repair or replace sewer pipes. In your area, the City plans to use Open Trench Excavation, Pipe Bursting, and Cured-in-Place-Pipe Lining (CIPP). To learn more about construction methods, go to www.portlandoregon.gov/bes/methods.

CURED-IN-PLACE-PIPE LINING (CIPP)The pipe lining process involves inserting a flexible liner inside the old pipe, inflating the liner, and exposing it to heat or ultraviolet light to "cure" and harden the liner inside the pipe.

You may smell an odor like plastic or glue during CIPP that will dissipate quickly once the process is complete. The odor is from chemicals in the liner resin. The amounts detected by an independent industrial hygienist are below health risk levels.

To keep the resin odors from entering your home or business through your private sewer, fill any floor drains and infrequently used sinks with a small amount of water. This water will collect in the bend in the drain and block odors from the sewer.

WHAT TO EXPECT DURING CONSTRUCTIONCrews will work during daytime hours from 7 a.m. to 6 p.m. Monday through Friday, and Saturday if needed. Construction can create noise, vibration, odor, and dust and disrupts normal daily activity with traffic delays and restricted parking near the work zone. some history, tree identification, and help you get to know this park.

COVID-19 Vaccine - Let’s help everyone in Arbor Lodge get the information they need.

COVID-19 vaccines are starting to become available.Let’s help everyone in Arbor Lodge get the information they need.Do you have a neighbor who might not have a computer? Or a neighbor for whom English is a 2nd language? Or an older neighbor who uses email, but nothing else on her/his/their computer? If so, you can help that person and family access a COVID-19 vaccine. 

Here's how:

  1. Give them this phone number to call, it is part of the COVID-19 Vaccine Oregon.gov program:

  • 866 698-6155

  • Or they can call 211. Long hold times are expected. This phone line is open 7 days a week, 6am to 7pm. He/she/they must make the call - not you (HIPPA guidelines.)

  1. You could use your computer to help. Use your laptop or phone, while on the phone with them or while following recommendations for safety with them, go to: https://covidvaccine.oregon.gov/

  • On that website you'll find eligibility dates for anyone with different abilities, by age group, and much more. You can navigate the website for them, but they will have to be comfortable answering some questions with you.
