Portland’s new Comprehensive Plan

The wait is over! The Planning and Sustainability Commission’s Recommended Draft of Portland’s new Comprehensive Plan is now available on the Bureau of Planning and Sustainability website. You’re invited to review the draft plan and submit testimony to City Council through the revised Map App, via U.S. Mail or email, or in person at a public hearing.

The Recommended Draft includes a revised Map App, which allows community members to click on or search for a specific property to view any recommended land use changes. Most of the city will keep the same land use designation (residential, employment, open space, etc.); only 14 percent of the area of the city will be subject to change if City Council adopts the Recommended Draft. The Bureau of Planning and Sustainability has set up a helpline to answer questions about the draft 2035 Comprehensive Plan. Community members may call 503-823-0195, Monday through Friday, 9 a.m. to 5 p.m. Staff will be on hand to answer questions, and interpretation services are available for those whose first language is not English.

Additionally, the City’s District Liaisons will be holding drop-in hours throughout the city this fall to answer questions. Check the Comprehensive Plan calendar for dates, times and locations.

The public is invited to comment on the Recommended Draft directly to City Council via the following methods:

Public involvement timeline

With the publication of the Recommended Draft and launch of the Map App, City Council’s official record opens. To give Council and the public time to review and understand the recommendations in the draft 2035 Plan, Commissioners will hold their own work sessions with staff on key topics from September through November.  

The first public hearing at City Council will be on November 19, with other hearings to be scheduled soon after. Council will then hold additional work sessions to consider amendments to the Recommended Draft. A City Council vote to adopt Portland’s new Comprehensive Plan is anticipated in February 2016. Once the Plan has been adopted, it then goes to the State Land Conservation and Development Commission for acknowledgement.

  • September – December 2015: City Council staff work sessions

  • November 19, 2015: City Council hearing @ 2 p.m.

  • November – December 2015: Additional City Council hearings

  • January 2016: Additional work sessions to consider amendments

  • February 2016: Anticipated City Council vote to adopt the 2035 Comprehensive Plan

Early implementation projects

Several Early Implementation projects for the new Comprehensive Plan are currently underway, including zoning code updates for employment land, campus institutions and mixed use areas. Portlanders will have additional opportunities to weigh in on drafts of these projects as they come before the Planning and Sustainability Commission. Just an FYI - both food vendors hired by Parks to serve at our movie cancelled this afternoon, so if you see this, think about bringing a picnic, or ordering a pizza for delivery at the park.

See You Sunday for Mary Poppins and More!

It's official - we'll have free face painting from Mystique's Fancy Faces, a Mary Poppins Costume Contest (be creative!) and a climbing wall this Sunday at Movies in the Park in Arbor Lodge Park! 

  • Pre-movie entertainment begins at 6:30 PM: performances by local musicians Michele D’Amour and the Love Dealers and free popcorn.

  • Movie begins at dusk (around 8:30-ish these days - show up early for snacks and fun)

  • Bring jackets and extra blankets - it can get chilly when the sun goes down!

We'll also have some great food vendors and local non-profits like our Neighborhood Emergency TeamChief Joseph Ockley Green PTAHarper's Playground, Showing up for Racial Justice (SURJ PDX) and the Portland African American Leadership Forum (PAALF)

This Saturday: Help Keep Arbor Lodge Park Pesticide Free

Calling all ladybug lovers, pollinator pals, and people who just don't like the idea of chemicals in the place where you play:

August 8th between 9-12 noon will be our 3rd "Dig in the Dirt" maintenance part at Arbor Lodge Park and Harper's Playground. Please come help us keep the Park & Playground spray free of all chemicals by weeding around trees, in all planting beds, spreading bark mulch, and get to meet your neighbors in the process.

We meet by the west baseball diamond next to Dekum (closest to Greeley) at 9 am and provide you with the tools and treats you'll need. Hope to see you there!
